CSC e-Governance Services India Limited
CSC e-Governance Services India Limited, a Special Purpose Vehicle, has been set up by the Ministry of Electronics & IT under the Companies Act, 1956 to oversee implementation of the CSC scheme. CSC SPV provides a centralized collaborative framework for delivery of services to citizens through CSCs, besides ensuring systemic viability and sustainability of the Scheme.
Vision of CSC SPV
To develop CSCs as a reliable and ubiquitous IT-enabled network of citizen service points connecting local population with government departments, business establishments, banks, insurance companies and educational institutions, with an impact on primary, secondary and tertiary sectors of the country’s economy.
       The CSC is a strategic cornerstone of the National e-Governance Plan (NeGP), approved by the Government in May 2006, as part of its commitment in the National Common Minimum Programme to introduce e-governance on a massive scale.
       The CSCs would provide high quality and cost-effective video, voice and data content and services, in the areas of e-governance, education, health, telemedicine, entertainment as well as other private services. A highlight of the CSCs is that it will offer web-enabled e-governance services in rural areas, including application forms, certificates, and utility payments such as electricity, telephone and water bills.In addition to the universe of G2C services, the CSC Guidelines envisage a wide variety of content and services that could be offered as listed below:

1. G2C Services

Central Government Services : PAN card Application, Passport Applications, Income Tax Return, Employment Service, Swachh Bharat Abhiyan, Pradhan Mantri Awas Yojana (PMAY), Agriculture Service, Soil Health Card, etc.

State Government Services : e-District/State Service Delivery Gateway (SSDG) services, Land Record, Ration Card,     Birth/Death Certificate, Income, Caste, Domicile certificate, etc.

UIDAI Aadhaar Service  :    Aadhaar Print, Mobile Updates, Demographic Updates, Enrolments, e-KYC (Electronic Know Your Customer), Authentication, Seeding, printing of Aadhaar Card.

Election Commission Services  :  Electoral Registration, deletion of elector’s details, Modification of elector’s details, transposition, etc, Electoral Photo Identity Card (EPIC) Printing.

2. B2C Services

Indian Railway Catering & Tourism Corporation (IRCTC) Services, e- Recharge, Tour & Travels, Sale & purchase of seeds & farmer equipments, e-Commerce, etc.

3. Financial Services

Banking Services : Setting up of Business Correspondent Agents of various banks at CSCs. And providing the services like : New Account opening, Deposit, Withdrawal, and Remittance.
Insurance Services : Life Insurance (New Policy), Life Insurance (Renewal of Policies), General Insurance.
Aadhaar Enabled Payment System (AEPS) Services : Withdrawal of money only.
Pension   :  Providing the PFRDA services

4. Educational Services    

National Digital Literacy Mission, (NDML) – Digital Saksharata  Abhiyan (DISHA) / Pradhan Mantri Gramin (PMG) DISHA, CyberGram project, various courses through National Institute of Open Schooling (NIOS), National Institute of Electronics & Information Technology (NEILIT) Courses (Courses on Computer Concepts - CCC & Basic Computer Course -BCC), Tally, various coaching course  (IIT,  Civil Services), Financial and Legal Literacy 

5. Skill Development    

Courses on electronics, motor mechanic, mobile repair, health adviser etc are being offered 

6. Utility Services 

Electricity Bill Payment, electricity new connection

7. Health Services 

Telemedicine, JAN Aushadhi, Diagnostic Services

8. Digital Village

9. Stree Swabhiman

Pradhan Mantri Gramin Digital Saksharta Abhiyan  (guideline )

* Objective :  To provide digital literacy training to 6 Crore persons one in every eligible household in rural India which would enable use of IT and related applications especially Digital Payments to participate effectively in the democratic process and enhance their livelihood.
* Implementing Agency: CSC e-Governance Services India Ltd  (CSC-SPV)
* Eligibility Criteria : Age Group :14-60 years, IT illiterate, one person per household  (Beneficiary identification through Aadhaar/eKYC). Preference would be given to SC, ST, BPL, Minorities, women and differently-abled persons.
* Training : Conducted by Common Service Centres (CSCs),Training Partners (1950+) affiliated with CSC-SPV
Course Duration :20 Hours (minimum 10 Days and maximum 30 Days)
The cost per beneficiary  : Training Fee : Rs. 300/- , Certification Fee : Rs. 70/- 
    (Cost of Training and certification reduced from Rs. 500/- and Rs. 100 respectively in NDLM/DISHA)
Examination/Certification Agencies : At present 5 National Agencies viz. National Institute of Electronics & Information Technology (NIELIT), National Institute of Open Schooling (NIOS), ICT Academy of Tamilnadu (ICTACT), Haryana Knowledge Corporation Limited (HKCL), The National Institute for Entrepreneurship and Small Business Development  (NIESBUD) ; More agencies would be added as per prescribed norms
* Selection of Beneficiaries  : One person from a digitally illiterate family  identified and registered by Training centres (Duly Verified by Panchayat officer/ BDO/ Tehsildar/School Principal/Gazetted officer or equivalent)
* To ensure geographical spread across the country, a Panchayat centric approach in which initially a target of 200 candidates for each of 2.5 Lakh Gram Panchayats would be allocated. The targets would be further enhanced based on performance. 
* Training Partners/Centres : Presently 1950+ Training Partners affiliated with CSC-SPV  under NDLM/DISHA.  Around 70,000 Training Centres (incl. 55,000 CSCs) operate from rural areas. 
* Training will be carried out  through these centres. 
* It is proposed to have 2.5 lakh Training Centres (including CSCs) by end of 2nd year(i.e. atleast one per Panchayat)
* Curriculum developed in 2014 in consultation with UNESCO, NASSCOM, Intel, IGNOU, NIELIT, National Institute of Open Schooling (NIOS),Indian Institute of Mass Communication (IIMC),  IT for Change, Open Knowledge Network India, Digital Empowerment Foundation- 2 More sub modules on Digital Payment added.
* Content available in 22 Scheduled Languages.  An App would be made available for content delivery  
* Training Content in following modules in a total 20 hrs.

Training Partner/Centre  – Eligibility Criteria

• Training Partner  - Prerequisites
• Must be an organization registered in India
• Must be conducting business in the domain of education/ IT literacy for more than three years 
• Should have PAN registration
• Provide audited accounts of statements for at least last three years
• Training Centre- Prerequisites
• Physical Infrastructure 
• Minimum carpet area of 200 - 500 sq. ft.
• One class room to seat 5 - 20 students
• Located within the Panchayat boundaries 

• Training Infrastructure 
• Minimum of 3-5 Operational Computers (Laptop or PC) with genuine/ licensed software 
• Out of 3-5 computers, one shall be a low-end server 
• All computers should have been connected on a local network 
• One High Resolution Web Camera - Reliable Internet Connectivity with the minimum speed of 256 kbps - One printer and scanner - One Mobile Phone and Tablet - Biometric devices prescribed by PMU 
• Faculty/Trainer
Each training centre shall have a minimum of one teaching faculty/trainers, with qualifications as below: The faculty should have NIELIT’s BCC /equivalent or higher
